Launch issue, 28th September - 4th October, 2026
The Great Yarmouth Briefing tracks what Great Yarmouth Borough Council and its partners did this week — every planning decision, every committee meeting, every pound of public money committed — reported without spin, drawn only from the public record. This issue covers Monday 28 September to Sunday 4 October 2026: 29 planning decisions and closures, 9 new planning registrations, three sets of committee papers, seven newly started contracts and 11 vacancies.
In the Chamber
No Great Yarmouth Borough Council committee met between 28 September and 4 October 2026. Papers were published for three meetings held in the days that followed.
Audit, Risk and Standards Committee — Monday 5 October, 10:00
- External audit, "Rebuilding audit assurance". A paper from the council's external auditor, Ernst & Young LLP, dated 19 August 2026, updates the committee on the risk assessment for the year ended 31 March 2026. It refers to the disclaimed audit opinions of the previous years and states that full planned procedures could not be completed in 2023/24 or 2024/25. The auditor's initial assessment is that the gaps in assurance, particularly over reserves and other cumulative balances, cannot be sufficiently addressed within the 2025/26 audit to support progress towards qualified or unmodified opinions. It gives four reasons: the scale and complexity of historic balances given the number of years of disclaimers; the quality and availability of historic supporting evidence; management capacity; and unresolved control deficiencies from prior years, including group accounts preparation and errors in the fixed asset register. The auditor says it will focus resources on bodies able to support all planned 2025/26 procedures and will reperform its risk assessment.
- Corporate Risk Register (report 26-115). The register holds 19 risks and was last reviewed by the council's Management Team on 29 September 2026. No risks were removed. Two were added: CRR18, not complying with Health & Safety legislation, and CRR19, inadequate property valuation and property information data for the 2028–29 insurance tender. The rating rose for four risks: CRR01 Local Government Funding; CRR06 Failure to Deliver Projects on Time or Within Budgets; CRR13 Failure to meet NPPF; and CRR16 Failure to meet requirements of the Regulator of Social Housing Standards. It fell for two: CRR14 Awaab's Law & Compliance Checks, and CRR17 Industrial Action. Quarterly Corporate Risk Group meetings have recommenced; the next is scheduled for December 2026.
- Monitoring Officer's report on standards complaints (report 26-116). The report lists 8 complaints about parish councillors and 3 about borough councillors. No standards hearings have been required and no complaint has been upheld. Three decisions are pending further enquiries.
- Work programme 2026/27. Later meetings are listed for 7 December 2026, 22 February 2027 and 12 April 2027.
Cabinet — Tuesday 6 October, 18:00
- Star Hotel, Hall Quay (report 26-044). Cabinet is asked to note the work to secure the building; to direct officers to begin preparatory work for a potential Compulsory Purchase Order; to ensure efforts are made to recover council costs from the freeholder or leaseholders; and to recommend to full Council a budget of up to £250,000 from reserves. The report says the money would pay for urgent works to secure the roof against water ingress and for the surveys, valuation, legal and technical work needed to inform any future CPO decision. It records that the building was sold in January 2020, that rooms were then sold on long leases and the promised renovation was not carried out, and that the property was transferred in 2021 to 36644 Ltd, a Maltese-registered company. The title has 42 registered leaseholders, with a 43rd registration pending, across the UK and nine other countries. In January 2024 Cabinet approved £81,000 for emergency works. The report says a Heritage at Risk grant of up to £1 million may be available through a competitive process later in 2026, and that £1 million has been identified in the Town Board's Pride in Place programme, subject to Town Board agreement.
- Rough Sleeping Programme (report 26-091). The report says the Government announced a national Rough Sleeping Programme in August 2026, backed by £442 million over three years. The council's allocation is £239,705 of revenue funding for 2026/27, with provisional revenue of £215,886 for 2027/28 and £243,267 for 2028/29, and capital figures of £189,093 and £284,640. The 2026/27 money is to support a plan for 23 long-term rough sleepers, with a route off the streets before Christmas 2026. This is in addition to £125,000 a year received through the Long-Term Rough Sleeping Innovation Programme. Cabinet is asked to note the funding, to delegate authority to the Section 151 Officer, in consultation with the Head of Strategic Housing and the portfolio holder, to implement the short-term plan, and to note that a further report will cover 2027–29 once grant conditions are confirmed. It is not a key decision.
- Leasehold Management Policy, Social Landlord Service (report 25-133). Cabinet is asked to adopt an updated Leasehold Management Policy 2026, following a scheduled review; the previous policy was reviewed in 2018. It is also asked to delegate minor and consequential amendments to the Council Homes Director.
- Confidential items. Housing System (26-100) and Quayside Regeneration Next Steps (26-102) are listed for the part of the meeting from which the public may be excluded.
Development Management Committee — Wednesday 7 October, 18:30
- 06/26/0067/F — Dovedale, Butt Lane, Burgh Castle NR31 9PU. Demolition of a three-bedroom bungalow and erection of 10 detached dwellings (two 2-bedroom, four 3-bedroom, one 4-bedroom, three 5-bedroom) with access road, garaging, parking and landscaping. Applicant: Dovedale Homes (Norfolk) Ltd. Valid 21 May 2026; determination due 9 October 2026. The application was called in by a ward councillor. Officer recommendation: refuse. The report gives these grounds: development outside the development limits, contrary to Policies OSS1, RUR1 and OSS3; no evidenced unmet need to justify a departure; a housing mix weighted to larger dwellings that does not address local needs and does not make efficient use of land; removal of a large number of trees, including protected trees, and hedgerow; and a car-dominant layout of a scale, mass and bulk the report describes as uncharacteristic of the area. The report records that the Local Highway Authority raised no objection subject to conditions, and that outline permission 06/18/0545/O has lapsed and reserved matters application 06/21/0799/D was refused.
- 06/26/0664/HH — 6 Edinburgh Close, Caister-on-Sea NR30 5LU. Single storey front extension to a two-storey 1960s semi-detached house. The application is at committee because the property is owned by the council. Valid 20 August 2026; determination due 15 October 2026. Officer recommendation: approve.
The next scheduled meeting after these is Scrutiny on Tuesday 20 October at 18:30.
Council news published this week
- Star Hotel. The council's news release says Cabinet is to consider officers' recommendation to spend £250,000 on urgent work to secure the roof of the Grade II-listed building and to begin preparing a potential compulsory purchase order. The building has been empty for nearly seven years and the council has already spent £42,000 securing it.
- Ocean Room, Gorleston. The council's news release says contracts have been exchanged on the £500,000 sale of the Ocean Room to Bespoke Construction Group, a Norfolk company. Cabinet is minded to allocate a proportion of the proceeds to Gorleston Pavilion Theatre's 125th anniversary fundraising campaign. The amount would need to be agreed by a vote of full council. The release says the buyer's proposals for the site are subject to planning permission and public consultation.
- RSPCA PawPrints Awards. The council has received a platinum PawPrint award for stray dog services and a gold PawPrint award in the kennelling category. The dog warden service is provided for the council by Animal Warden Services.

Permission refused
- 06/26/0549/F — Breydon View, Market Road, Burgh Castle NR31 9EN (28 September). Erection of a single self-build dwelling with access, parking and landscaping, and demolition of an agricultural building. Seven reasons are given: the site is outside the development limits; there is a lack of safe pedestrian access along Market Road; harm to the verdant, rural and open character of the area; a single dwelling on a 0.235 hectare plot does not realise the development potential of the site; the design does not respond to the surrounding vernacular; the agricultural building's Class Q consent is not accepted as a fallback position; and public open space requirements are not addressed.
- 06/26/0627/CU — Unit 5, Riverside Road, Gorleston NR31 6QA (1 October). Change of use from industrial/storage warehouse and office (Use Classes B8 and E) to an alternative provision educational facility with activity rooms and a sport hall (Use Class F1). Three reasons are given: a "more vulnerable" use in Flood Zone 3a, with the flood risk assessment putting the floor level at 2.75 m AOD against projected flood levels of 4.49 m AOD (1 in 200-year with climate change) and 4.87 m AOD (1 in 1,000-year), and internal flooding up to 1.74 m deep (Policy CLC2); an incompatible relationship with the surrounding active industrial area and unacceptable amenity for occupiers (Policy HEC7); and no demonstration of adequate, safe and sustainable access, drop-off or parking (Policies SUT1 and SUT2).
Cases closed without a decision ("finally disposed of")
- 06/25/0380/CD — Land off Staithe Road, Martham (2 October). Application, validated 15 May 2025, to discharge condition 28 (cycle parking) of 06/23/0507/F (65 affordable dwellings). The file is closed.
- 06/24/0940/TRE — Northgate Primary School, Northgate Street, Great Yarmouth (1 October). Works to protected trees under TPO No. 13 1993: pollarding a London plane (T1) to about 6 m and reducing three field maples (G2) to give 3 m clearance from a neighbouring dwelling. Received 4 December 2024; original decision date 30 January 2025. The delegated report says the appeal period for non-determination has expired. The file is closed.

It states that the layout changes reduce customer parking by four spaces, with no change to accessible or parent-and-child spaces. The noise impact assessment states predicted noise falls within its daytime design targets beyond 3 m from the installation. Applicant: Aldi Stores Ltd; agent: Avison Young, Birmingham.
- 06/26/0766/F — Full planning permission (retrospective). The Pink Palace, Rottenstone Lane, Scratby NR29 3QT. A container placed on a concrete pad for the sale of cold desserts.
