REGULATOR OF SOCIAL HOUSING GRADES BOTH COUNCILS' HOUSING SERVICES C2
The Regulator of Social Housing published its regulatory judgements for Babergh District Council and Mid Suffolk District Council on 14 October 2026. Each council received a grade of C2 on the regulator's consumer grading scale (C1 to C4); this is the first consumer grading recorded for either council. For Babergh, the regulator records that 94% of homes had been surveyed and that 16% of homes, about 3,600, did not meet the Decent Homes Standard. For Mid Suffolk, 97% of homes had been surveyed and 13%, about 3,500 homes, did not meet the Decent Homes Standard. Both judgements record weaknesses in the safety and quality standard, and both note that data on decent homes and on health and safety compliance is held on manual systems. The councils' Forthcoming Decisions Lists carry a Regulator of Social Housing feedback and action plan for both Cabinets on 10 November.

MID SUFFOLK PUBLISHES TERMS FOR ITS £500 TO £10,000 HIGH-STREET BUSINESS FUND
Issue 17 reported the launch of Mid Suffolk District Council's Town and Village Centre Business Improvement Fund. The council's fund page sets out its terms. Grants run from £500 to £10,000 per property and cover up to 60% of eligible project costs, with applicants providing 40% match funding; evidence of match funding is required, and the grant cannot be matched against other Mid Suffolk District Council funding. The page says flexibility on match funding and on the maximum grant may be considered for priority improvements such as energy saving measures and accessibility or inclusivity works. Payments are made at the end of the process: the project must be fully funded by the applicant first, and costs incurred before the grant is determined cannot be funded. The fund is open to small businesses, shops and landlords of commercial or community-run properties that are publicly accessible, or intended to be, and located within a town or village centre; eligible locations include, but are not limited to, Stowmarket, Eye, Debenham, Stowupland, Elmswell, Woolpit, Thurston, Needham Market, Great Blakenham and Claydon. Planning permission, building control approval or other statutory permissions must be in place before a grant can be approved. We have not seen a separate decision record for the fund.

Suffolk County Council issued it on behalf of Babergh, East Suffolk, Ipswich, Mid Suffolk and West Suffolk councils. The notice describes three lots, for East Ipswich, North Lowestoft and West Bury, with an estimated total value of £4,404,480 excluding VAT (£5,285,376 including VAT) and an indicative contract term of 1 October 2028 to 30 September 2036. The engagement deadline is 6 November 2026; a tender notice is expected in the fourth quarter of 2026/27. The notice states that the opportunity is suitable for small and medium-sized enterprises and voluntary, community and social enterprises. THE COUNTDOWN
The Government withdrew its March 2026 decision to replace Suffolk's six councils with three unitary councils on 7 September 2026, pending a review. The councils' joint Local Government Reorganisation page continues to state that district and borough council elections in Suffolk will take place in May 2027 on existing council boundaries, that the planned shadow unitary council elections will not go ahead, and that plans for devolution, including the election of a mayor for Suffolk and Norfolk in 2028, are continuing.
The Vesting Day set by the withdrawn decision, 1 April 2028, is 534 days away; that date is suspended while the review takes place, and no revised timetable has been published.
This week: no new announcements on the councils' joint page.
