IN THE CHAMBER

JOINT OVERVIEW AND SCRUTINY COMMITTEE, 12 OCTOBER: TENANT SCRUTINY BOARD RECOMMENDATIONS NOTED

The draft minutes of the Joint Overview and Scrutiny Committee meeting of 12 October 2026 record a vote of 8 for and 1 abstention to confirm the minutes of 14 September. The main item was a report from the Tenant Scrutiny Board, presented by its Chair and the Tenant Insight and Improvement Manager, with appendices on voids, anti-social behaviour, complaints and housing communications. The committee agreed seven recommendations: to thank the Tenant Scrutiny Board and note its recommendations; that the Cabinet Members for Housing review the minimum standards of void remedial actions for outside spaces; that a formal "right to reply" mechanism be set up for the Overview and Scrutiny Committee when its recommendations are rejected; that further demographic data be collected in future "getting to know you" surveys; that the Cabinet Members for Housing and for Thriving Communities explore a garden sharing scheme with parish councils and community groups; that the Tenant Board add key performance indicators, completion criteria and ownership of actions to its action tracker; and that the committee receive further information on end of tenancy costs. In discussion, the Head of Housing Transformation and Regulation said all critical repairs are completed before a tenant moves in, that properties are inspected once every three years, and that end-of-tenancy inspections are now being introduced. Babergh's Cabinet Member for Housing said the stock condition survey was 98% complete. The committee also noted that members asked for a future item on how anti-social behaviour is identified and managed across the two districts, and that the Mid Suffolk work plan may take items on assets and leases, community support and public protection. These are draft minutes.

JOBS & TENDERS

STILL OPEN: SUFFOLK COUNTY COUNCIL FOOD WASTE MARKET ENGAGEMENT

The preliminary market engagement notice for "Food Waste Receipt and Treatment", issued by Suffolk County Council on behalf of Babergh, East Suffolk, Ipswich, Mid Suffolk and West Suffolk councils and first reported in Issue 18, remains open. The notice gives an estimated total value of £4,404,480 excluding VAT and an engagement deadline of 6 November 2026. A preliminary market engagement notice is not a call for tenders.

CLOSED: STRATEGIC FLOOD RISK ASSESSMENTS TENDER

The East Suffolk-led tender for Strategic Flood Risk Assessments Level 1 and 2, covering Babergh and Mid Suffolk among other authorities, closed at 12 noon on Monday 19 October 2026.

This week's search of Find a Tender for new notices naming Babergh or Mid Suffolk could not be completed, because the site's keyword search returned its full, unfiltered notice list. The two items above are therefore carried forward from Issue 18, and this section should not be read as a finding that no new notices were published.

SUDBURY: MAN JAILED FOR TWO YEARS FOR DRUG OFFENCES

Suffolk Constabulary reported on 19 October 2026 that a man aged 49 was sentenced at Ipswich Crown Court on 15 October to two years' imprisonment after admitting offences linked to the supply of Class A drugs. Officers stopped his vehicle on Ingrams Well Road, Sudbury, on 27 August and recovered a mobile phone containing messages consistent with the supply of controlled drugs. The court ordered the forfeiture of £575 in cash and the destruction of the phones and SIM cards seized, and the police report that he will be subject to deportation after his sentence.

LITTLE STONHAM: TWO PEOPLE DIED IN A COLLISION ON DEBENHAM ROAD

Suffolk Constabulary reported on 18 October 2026 that two people had died following a two-vehicle collision on Debenham Road, Little Stonham, at about 10.15am that day, involving a red Peugeot 107 and a silver Volkswagen Passat. The passenger of the Peugeot, a man in his late teens, died at the scene; the driver, a woman in her late teens, died later in hospital. The occupants of the Passat had minor injuries. Debenham Road was closed and was expected to reopen that evening. The force is appealing for witnesses and for dash-camera footage, via the Joint Norfolk & Suffolk Serious Collision Investigation Unit, quoting 37/61603/26.

THE COUNTDOWN

The Government withdrew its March 2026 decision to replace Suffolk's six councils with three unitary councils on 7 September 2026, pending a review. The councils' joint Local Government Reorganisation page continues to state that district and borough council elections in Suffolk will take place in May 2027 on existing council boundaries, that the planned shadow unitary council elections will not go ahead, and that plans for devolution, including the election of a mayor for Suffolk and Norfolk in 2028, are continuing.

The Vesting Day set by the withdrawn decision, 1 April 2028, is 527 days away; that date is suspended while the review takes place, and no revised timetable has been published.

This week: no new announcements on the councils' joint page.

Notices published by the councils record casual vacancies on parish councils and, for Suffolk County Council, in the Bosmere Division.
