IN THE CHAMBER
Source: southnorfolkandbroadland.moderngov.co.uk, items newly published between 9 and 16 October 2026. Eight items were published in the window: two meeting agendas on 9 October and six items from 10 to 16 October. One reports outcomes and is set out below; the other seven are at agenda stage or awaiting minutes, and are carried forward to a later issue rather than reported as outcomes. No Joint Scrutiny Committee item was published in the window. Minutes are published as draft until approved at the committee's next meeting.
SOUTH NORFOLK COMMUNITIES COMMITTEE, 24 SEPTEMBER: COUNCIL TAX REDUCTION SCHEME, HOUSING STRATEGY AND HOMELESSNESS ACTION PLAN
Minutes published 12 October 2026. The Committee met from 10.00am to 11.07am with five members present. No vote counts are recorded; each resolution is recorded as agreed. Four items were decided:
- Item 36, Council Tax Reduction Scheme 2027/28 — the report sought Cabinet's agreement to keep the current scheme unchanged for 2027/28; the scheme must be approved by 11 March and is reviewed annually, and the review found no changes were needed. The Committee resolved to recommend that Cabinet recommend to Council that there are no changes to the scheme approved for 2026/27 and that the scheme for 2027/28 is approved.
- Item 37, South Norfolk Housing Strategy, consultation draft — the Committee resolved to note the consultation draft and the evidence base, and to recommend that Cabinet agree the draft so that it can proceed to public consultation. The minutes record that member workshops are planned later in the year. The public consultation is in Have Your Say.
- Item 38, Homelessness Action Plan 2025–2030 and Temporary Accommodation Placement Policy — the Committee resolved to note the Action Plan and the amended Policy, to recommend that Cabinet approve and adopt both, and to delegate authority to the Assistant Director for Individuals and Families, in consultation with the Portfolio Holder for Communities, to make ongoing operational amendments to reflect legislative or operational changes. The minutes record that local authorities must publish homelessness action plans by autumn 2026, and that a review found the existing Policy broadly met suitability requirements.
- Item 39, Homelessness Mitigation Strategic Workplan quarterly update — the Committee resolved to note performance for Quarter 4 2025/26 and Quarter 1 2026/27. The minutes record that prevention performance was positive, that presentations in Quarter 4 were below predicted and mitigated levels, that the service is under budget, and that work at Clare House in Diss was due to start shortly.

PLANNING WATCH
Window: the weekly lists for the week ending 9 October 2026 (3 to 9 October), which were held from the previous issue because they were not yet published on 9 October. Both councils' lists were read on 16 October 2026. The weekly lists for the week ending 16 October 2026 (10 to 16 October) were not yet published on either council's list page when checked on the morning of 16 October, so that week is held and will be reported in the next issue. The inclusion gate excludes tree works and hedgerow notices with no other consent, discharge-of-condition applications, non-material amendments, and certificates of lawfulness; everything else is listed. Across the four lists there are 207 entries: Broadland 55 received and 29 decisions, South Norfolk 76 received and 47 decisions. Of these, 98 pass the gate (Broadland 19 received and 13 decisions; South Norfolk 43 received and 23 decisions). Both councils' "received" lists are headed "Applications Validated" and are reported as the validated stage; neither gives a received or validation date per application, so the week-ending date applies, while the decision lists give a decision date for each application except one withdrawn application. Link-annotation extraction was run on all four PDFs and found no per-application links, so each list below links to the council's own weekly list.

Of these, 38 have a start date from 1 July 2026 (one of them later than 16 October), with a combined full contract value of £1,573,659.50 excluding VAT and including permitted extensions. Four entries have a full contract value of £100,000 or more: insurance for combined liability with Travelers for Broadland (£139,326.44, 1 October 2026 to 30 September 2027, by tender); insurance for combined liability, fidelity guarantee/crime and personal accident with Zurich Municipal for South Norfolk (£183,269.40, same dates, by tender); motor fleet insurance with Aviva via Mavern for South Norfolk (£162,517.60, same dates, by tender); and leisure centre management software with Gladstone MRM Ltd for South Norfolk (£410,222 full value, estimated annual spend £136,741, 25 September 2026 to 25 September 2030, framework call-off). These are register entries, not announcements made in the window.

NEW DISS LEISURE CENTRE: CONSTRUCTION SET TO START, WITH MORE THAN £1 MILLION FROM THE GREATER NORWICH GROWTH BOARD
The councils' announcement of 15 October 2026 says construction is set to start on a new community and leisure centre on the former John Grose site in Diss, just south of Diss Mere, after the project received full planning consent. The centre is to include modern fitness facilities, a multi-use community room, soft play, a café, an outdoor plaza and seating. The announcement says the gym is being relocated to the new development with a grant of more than £1 million from the Greater Norwich Growth Board, and that the first phase, converting the existing centre into a Swim Centre, cost nearly £4 million and received £1.2 million from the Public Sector Decarbonisation Scheme. It reports consultation results: 75% of respondents said soft play would benefit Diss, more than 80% welcomed a café and 65% said they would use fitness classes if offered. It gives no start, completion or opening dates, and does not name the contractor, the planning application or an approving meeting.

Method note: no accounts, budget monitoring or council tax monitoring item was published in the window. The Communities Committee's recommendation on the Council Tax Reduction Scheme 2027/28 is in In the Chamber. Items on forthcoming Cabinet agendas are carried forward until the meetings are held.
JOBS & TENDERS
No vacancy or investment item with a council decision behind it was published in the window. Method note: the councils' careers portal was read on 16 October 2026 and lists 12 vacancies with application deadlines between 18 and 31 October 2026; the listing shows no posting dates and no council decision behind any vacancy, so none is reported individually. Tender notices sit on an external e-tendering portal whose home page asks suppliers to register and log in before tenders and quotations can be viewed; no account was created, so tender coverage remains a method gap. A South Norfolk Cabinet notice of a proposed Building Safety Levy software contract award (decision due 19 October 2026) and Broadland's Cabinet agenda item on tree surgery service contracts (Cabinet, 20 October 2026) are carried forward until decided. Contracts already on the register are in Your Money.
THE COUNTDOWN
Nothing new from a primary source dated within this window on the Norfolk and Suffolk devolution mayoralty (checked on 16 October 2026 by web search and on the Combined County Authority's website; the authority's mayoral election page carries no date, so it cannot be placed in the window). No vesting date, shadow-election date or successor-authority claim is made for this area.

TAXI AND PRIVATE HIRE POLICIES: BOTH COUNCILS CONSULTING UNTIL 16 NOVEMBER
Broadland District Council and South Norfolk Council are each consulting on a draft Hackney Carriage and Private Hire Licensing Policy and Conditions (2026 consultation draft) from 21 September to 16 November 2026; no times are given. Licensed operators, vehicle proprietors, drivers and other interested parties are invited to submit written comments, by post to the Licensing Team at the Horizon Centre, Peachman Way, Norwich NR7 0WF, or by email through the link on each council's page. Each page carries the draft policy and a summary of proposed changes. Subject to approval, the revised policies take effect on 1 April 2027. For South Norfolk, a report goes to the Licensing, Appeals and Complaints Committee after the consultation closes and final proposals then go to Council. The councils' pages give 21 September to 16 November, where the committee minutes reported in the previous issue had referred to October to December 2026.

ON THE HIGH STREET
The councils' licensing pages are a guidance hub covering licences, permits, registrations and the safety advisory group; they are not an applications register, so this section does not report individual licence applications. The licensing news page lists four items (Ask for Angela, Spiking Awareness Training, the Tobacco and Vapes licensing regime update, and the primate licence requirement) and shows no publication dates on any of them, as re-checked on 16 October 2026, so none could be placed in this window and none is reported. The taxi and private hire policy consultation is in Have Your Say.
