Issue 2, 23rd - 29th September, 2026
Welcome to issue 2 of The West Norfolk Briefing. Each week it reports on the public business of Breckland Council and the Borough Council of King's Lynn & West Norfolk, together with the nine South Norfolk parishes due to transfer into the area, drawn from primary council records.
At a glance
- King's Lynn & West Norfolk's Planning Committee agenda for 5 October 2026 lists two applications, both with an officer recommendation to approve: 114 dwellings on land south of 22 Bridle Lane, Downham Market, and a part-retrospective householder application at 25 Ryston End, Downham Market.
- Breckland's weekly lists show 15 applications decided by officers under delegated powers between 22 and 24 September 2026, including refusals of a biomass bark-processing plant at Hockering and of five dwellings at Great Hockham, and outline applications registered for up to 16 dwellings at Beetley and for infill housing at Garvestone.
- Breckland authorised the release of £6,600 from a Section 106 recreational contribution to Thetford Town Council for two projects; the call-in deadline is 30 September 2026.
- Breckland's Cabinet met on 28 September 2026; its agenda included a proposed immediate Article 4 direction for change of use from Class C3 to Class C4 and the making of the Swanton Morley Neighbourhood Plan Review.
- Breckland's Director of Planning & Building Control directly awarded a contract for Building Safety Levy software; the decision record states that no bids were received when the market was approached.
- King's Lynn & West Norfolk's Local Plan scoping consultation runs to 29 September 2026, and Breckland's Mattishall Community Governance Review is open until 13 October 2026.

Breckland Council
Cabinet met on 28 September 2026. Its agenda listed the Q1 Performance & Projects report; the Homelessness & Rough Sleeping Strategy; a review of the Compliments, Complaints & Feedback Policy (Corporate and Housing Landlord Services) with the Housing Landlord Complaints & Service Improvement Report 25/26; the Local Council Tax Reduction Scheme 2027-28; a Proposed Immediate Article 4 Direction for change of use from Class C3 to Class C4; the Swanton Morley Neighbourhood Plan 2016-2036 Review (making of the Neighbourhood Plan Review); Ancient House Museum, Thetford; Carbon Audit 25/26; the Proud Communities Programme; and the Safer Communities Programme. Decisions and minutes have not yet been published. The next Cabinet meeting is scheduled for 9 November 2026.
The Anglia Revenues & Benefits Joint Committee (partner authority not yet confirmed by this briefing) met on 22 September 2026.
Minutes were published for the Council meeting of 3 September 2026 and the Governance and Audit Committee meeting of 17 September 2026 (both on 25 September), the Overview and Scrutiny Commission meeting of 10 September 2026 (on 28 September), and the 7 September 2026 meeting of the Breckland Area Museums Committee — a body shared with King's Lynn & West Norfolk, listed separately by each council (on 23 September).
Two delegated decisions were published:
- D57/26, decided by the Executive Member for Finance, Revenue and Benefits on 23 September 2026 (status: recommendations approved, subject to call-in): authorisation to release funding to Thetford Town Council for two applications — £3,600 towards the Abbey Waters Meadow street furniture application and £3,000 towards the upgrade of Kings House Gardens, Thetford — from the Recreational Contribution held under a Section 106 Agreement dated 9 February 2011 relating to Planning Permission 3PL/2010/0013/F, £6,600 in total. The decision is not a key decision. The call-in deadline is 30 September 2026, and the decision comes into force on 1 October 2026 if not called in.
- OD30/26 (reference 066-PA-26, Building Safety Levy Software), decided by the Director of Planning & Building Control on 24 September 2026 (status: recommendations approved): to directly award a contract offer to a supplier. The record gives the reason as a lack of engagement from the market when asked to tender bids, and states that a request for quotations and invitation to tender to the market produced no bids. The record describes the work as a government-mandated legislative service required to be in place by October. The decision is not a key decision and is not subject to call-in. What's new — Breckland
County governance
Norfolk County Council was checked at norfolk.gov.uk/article/38709/Committees. The page lists the county's eleven committees and their chairs but does not carry live agendas, and this briefing does not yet have a working route to Norfolk CC's live committee business. Where a county matter surfaces through a district council's own records, it is reported under that district.
Planning Watch
Planning Watch reports the applications considered by each council's Planning Committee and, for Breckland, the applications decided by officers under delegated powers and those registered, taken from its weekly lists. See How It Works.
Coverage in this issue. For Breckland, this section reports from the council's weekly lists of applications decided and received for the week commencing 21 September 2026, which include applications decided by officers under delegated powers. The week commencing 28 September was still running when this issue was compiled and will be picked up in the next issue. For King's Lynn & West Norfolk, only the two applications on the Planning Committee agenda are reported: its officer-delegated decisions and weekly list of applications were not read, so this section is not a complete record of planning activity in that borough. Each council's own searchable record covers every application: King's Lynn & West Norfolk · Breckland. See How It Works for what Planning Watch covers.

On the High Street
This section covers Breckland only. Breckland Council publishes a public register of licences; the Borough Council of King's Lynn & West Norfolk does not publish a register this briefing is able to read (see How It Works).
Licence types queried this issue: Hackney Carriage Vehicle, Street Trading Consent (1 Year). Breckland's register does not yet include alcohol or premises licences, by the council's own statement, while it is repopulated following a change of software provider.
Hackney Carriage Vehicle — 127 licensed vehicles on the register. One was newly issued within this issue's coverage window: HV0920 (Mercedes E220, issued 24 September 2026). HV0849 (Skoda Superb) is due to expire on 3 October 2026.
Street Trading Consent (1 Year) — 38 consents on the register; the previous issue reported 39. The Brothers Chips and Fish (STC0150), which the register showed as expiring on 25 September 2026, now shows an expiry date of 25 September 2027. Tommy's Ices (STC0184), which the register showed as expiring on 28 September 2026, is not listed on the register. No consent on the register shows an expiry date within the coming week. Register
How It Works
The Briefing is organised by what it reports on, not by council. In the Chamber covers committee business — meetings, agendas, minutes, decisions — across Breckland Council and the Borough Council of King's Lynn & West Norfolk. Planning Watch covers planning. Your Money and Jobs & Tenders cover spending, contracts and procurement opportunities. The Countdown tracks local government reorganisation as it happens. Have Your Say lists what's currently open for public comment. On the High Street covers licensing.
Every item meeting a stated inclusion test is reported — this briefing favours comprehensiveness over curation. Readers self-select what matters to them.
What Planning Watch covers. Both councils' Planning Committees meet every four weeks, and this section reports the applications they consider: the reference, the parish and site, the proposal as written, the officer's recommendation, and the decision and vote where one was taken. Applications deferred, called in by a councillor, or referred because a parish council disagreed with officers are the ones that reach committee, so they are the ones reported here. Most applications never reach a committee at all — King's Lynn & West Norfolk puts the figure at fewer than one in ten — because officers decide them under delegated powers. Officer decisions are published by both councils. Breckland's weekly lists of applications decided and received are reported in this section from Issue 2; King's Lynn & West Norfolk's are not yet covered, and we are working on adding them. In a week with no committee meeting, the section reports Breckland's weekly lists and gives the next meeting date.
If you're looking for an application you can't find here. Both councils publish their own searchable record of every application, including those decided by officers, and anyone can search it directly: King's Lynn & West Norfolk · Breckland.
What On the High Street covers. Breckland Council publishes a public register of licences — taxi and private hire, scrap metal, animal welfare, street trading and several gambling categories — and this section reports from it. The council notes that its register is still being added to following a change of software, and that alcohol and premises licences are not yet included. The Borough Council of King's Lynn & West Norfolk does not publish a register this briefing is able to read, so its licensing is not covered.
A section that doesn't appear in a given issue means either that there was nothing to report against its own inclusion test, or that the source it draws on reports on a longer cycle than weekly. Where a section is limited in what it can cover, that limit is stated above rather than left for you to infer.
The county tier — Norfolk County Council — currently has no live monitoring route: council-run pages show what committees exist but not their current business. Where a county matter is reported, it is because a district council's own records referenced it directly.
Nine parishes currently in South Norfolk are due to transfer into this footprint's successor council and are covered from Issue 1, labelled as incoming, using their present council's own records until the transfer takes effect.
This briefing states what the record says and stops there — no prediction, no opinion, no campaigning language. Named politicians and candidates appear only once a statement or position has been checked against the primary record.
