Issue 2, 5th - 11th October, 2026
The Great Yarmouth Briefing tracks what Great Yarmouth Borough Council and its partners did this week — every planning decision, every committee meeting, every pound of public money committed — reported without spin, drawn only from the public record. This issue covers Monday 5 October to Sunday 11 October 2026: 30 planning decisions and closures, 15 new planning registrations, three committee meetings held, one newly started contract and 13 vacancies.
In the Chamber
Three committees met between 5 and 11 October 2026: Audit, Risk and Standards (Monday 5 October, 10:00), Cabinet (Tuesday 6 October, 18:00) and Development Management (Wednesday 7 October, 18:30). At the time of checking, the council's meetings system showed all three as "Scheduled", with no minutes or decision sheet published. The outcomes of the items reported in last week's issue are therefore not yet on the public record.
- Audit, Risk and Standards Committee. The external audit paper, the Corporate Risk Register (report 26-115) and the Monitoring Officer's report on standards complaints (report 26-116) were reported last week. Their outcomes are not yet published.
- Cabinet. The outcomes are not yet published for the Star Hotel report (26-044, including the recommendation to full Council of a budget of up to £250,000 from reserves), the Rough Sleeping Programme report (26-091), the Leasehold Management Policy (25-133) and the confidential items Housing System (26-100) and Quayside Regeneration Next Steps (26-102).
- Ocean Room, Gorleston. The council's earlier news release said any allocation of sale proceeds to the Gorleston Pavilion Theatre campaign would need a vote of full council. Full Council is scheduled for Thursday 22 October at 19:00; no papers had been published for it at the time of checking.
- Development Management Committee. An addendum update report dated 7 October responds to a late representation in support of 06/26/0067/F (Dovedale, Burgh Castle) and says the principle of development is unacceptable because the site lies mostly outside the development limits. Decision notices for 06/26/0067/F and 06/26/0664/HH (6 Edinburgh Close) were issued on 8 October and appear under Planning Watch. The committee's vote on each is not published.
No papers had been published for Scrutiny (Tuesday 20 October, 18:30) or for full Council (22 October) at the time of checking.
Council news published this week
- Trade waste prosecution. The council's news release says a Great Yarmouth barber admitted failing to provide waste transfer documentation and appeared at Great Yarmouth Magistrates' Court on 4 September. The court fined the barber £600 and ordered costs of £700 and a victim surcharge of £240. The release says the council had issued a Fixed Penalty Notice that was not paid.
- Trafalgar Day service. The council's news release invites the public to a service at Nelson's Monument at 1 pm on Sunday 18 October, with a procession from South Beach Parade and arrival by 12.50 pm.

Single storey front extension, opening up of the front porch, first-floor front balcony, elevation alterations and garage conversion to habitable use. Submitted 9 August 2026. Refused for three reasons: harm to the setting of the adjacent No. 17 Gorleston Conservation Area (Policies DHE2 and DHE4 and the NPPF); poor design and loss of original early 20th-century features (Policies DHE1 and HOU11 and Design Code CHA4); and a balcony causing overlooking and an overbearing impact on 2 Gournay Avenue (Policies HEC7 and HOU11). The delegated report records one public comment.
- 06/26/0067/F — Dovedale, Butt Lane, Burgh Castle NR31 9PU (8 October). Applicant: Dovedale Homes (Norfolk) Ltd. Valid 21 May 2026. The decision notice refuses the application, in line with the officer recommendation reported last week, on at least nine grounds: outside the development limits (Policies OSS1, RUR1 and OSS3) with no evidenced unmet need; an insufficient dwelling mix (Policy HOU4 and Neighbourhood Plan Policy 2); one affordable rent dwelling offered against a requirement of three, without viability evidence; inefficient use of Grade 3 agricultural land; a layout that does not integrate natural features and removes many trees, including two under Tree Preservation Order No. 9 of 2020, and native hedgerow; loss of prominent protected Category B trees; the form, massing and bulk of plots 5 to 7; a car-dominant garage and parking layout; and failure to meet biodiversity net gain requirements (Schedule 7A). The committee's vote is not published.
- 06/26/0229/PU — Bremar Stud, Porters Loke, Burgh Castle NR31 9PX (7 October). Certificate of lawful proposed development for alterations to the access and conversion of an agricultural building to a single dwelling. Valid from 14 August 2026. Refused: the prior approval information required under Part 3, paragraph W(2) was not received, so the 56-day period did not start and deemed prior approval does not apply. The report cites earlier application 06/24/0295/PAD, refused on 16 September 2024 and dismissed at appeal on 28 March 2025. See also 06/25/0835/PAD, below, on the same site.
