IN THE CHAMBER

Meetings in the window. Two meetings fall in Monday 5 to Sunday 11 October 2026: Cabinet on Monday 5 October and the Development Committee on Thursday 8 October. Calendar

Cabinet, Monday 5 October 2026. The decisions below are taken from the "Decision" text published against each item on the meeting's agenda and decisions page. The printed decisions file and the agenda reports pack were not opened, and the minutes of the meeting were not yet published when read. Cabinet agenda and decisions

  • Item 8, Discretionary Disabled Facilities Grant Policy 2026-2028. Cabinet resolved to approve the policy, noting that discretionary assistance will be subject to available budget and that mandatory Disabled Facilities Grant duties remain the council's priority. It also resolved to give delegated authority to the Assistant Director People Services, in consultation with the portfolio holder for People Services, to make minor in-year operational or administrative amendments that do not materially change the policy's intent, eligibility criteria, financial limits or budgetary framework. Wards affected: all. Item 8
  • Item 9, Cromer Pier operating lease and lease extension. Cabinet resolved to approve the grant of a lease to Openwide Coastal Limited and an extension of the lease to run with the Management Contract to 31 March 2033, and to delegate approval of the lease documentation to the Asset Strategy Manager or, in their absence, the Assistant Director Finance & Assets. The report states the council has had a Management Contract with Openwide Coastal Limited for Cromer Pier and the Pavilion Theatre since 2019, extended from March 2028 to March 2033. Ward: Cromer Town. Item 9
  • Item 10, North Walsham Football Club lease, Greens Road Recreation Ground. Cabinet resolved to agree a 25-year lease as outlined in the exempt appendix and to delegate approval of the exact terms of the legal agreement to the Asset Strategy Manager. The report states that Cabinet had previously approved renewal of the lease to the Trustees of North Walsham Football Club for 21 years, and that the longer term is proposed to give security of tenure and the ability to apply for external funding. The terms are in an exempt appendix, which was not published. Ward: North Walsham. Item 10

Development Committee, Thursday 8 October 2026, 9.30 am. When read on 15 October 2026 the meeting page carried the agenda and reports pack only: no minutes or decision record had been published. The three planning items on the agenda were therefore checked against each application's own page on the planning portal. Development Committee agenda

  • Item 10, Blakeney, PF/26/0839: demolition of dwelling and erection of replacement two-storey dwelling (self-build) at 54 Morston Road. The application page shows the decision Approve, issued on Monday 12 October 2026. The committee's own record of the item was not published when read.
  • Item 8, Fakenham, PF/24/2184: erection of two buildings for use as a restaurant and farm shop, with a separate WC and bar, two polytunnels, car parking, paths and access at Salmonds Lane, Thorpland. • Item 9, North Walsham, RV/26/0627: demolition of retail unit and erection of dwellings in two blocks without complying with conditions 2, 10(b) and 12 of PF/17/1996, to allow changes to the appearance and layout of the rear building to form an additional dwelling (8 instead of 7 as originally approved), at 14 Hall Lane. The application page shows the status Awaiting decision and no decision. Carried forward to the next issue. Agenda item
  • Items 11 and 12: the Development Management performance update (with a schedule of draft S106 obligations) and the appeals section (with an enforcement schedule) were on the agenda. Their documents were not opened. Agenda

ON THE HIGH STREET

The licensing registers were not covered this week. The temporary event notices, street collections, house-to-house collections, personal licences, taxi and private hire, gambling and skin piercing registers are published as PDF files. The temporary event notices register was tested again on 15 October 2026: opened in the built-in browser, its text came back empty, and an inspection of the file found 47 page objects, 4 font resources, 1 image object, no link annotations, a size of 166,229 bytes and the producer name "Powered By Crystal"; a second attempt to read the file's contents failed with a network error. The other six registers were not re-tested this week; the last test, on 7 October 2026, returned an empty text layer for each. This section therefore reports no new notices, collections or licences, and that is not a finding that there were none.

Register Result

The council's Licensing team logged a consultation about a new premises licence at 16 Garden Street, Cromer, on the planning portal, received on 2 October 2026 and validated on 5 October 2026. The portal shows the status Pending Consideration; the record gives no further detail. IB/26/2102

HOW IT WORKS

The North Norfolk Briefing is a weekly summary of the public business of North Norfolk District Council. Each issue covers one Monday to Sunday week and draws on the council's planning register, committee papers and decisions, news page, consultations, contracts and tenders page, careers page and licensing pages, together with the Planning Inspectorate's pages for offshore wind projects. Every item links to its primary source. Where a source could not be read, the issue says so and gives the test that was run. Parish and town council business is not currently covered. The briefing reports what the public record says and does not offer opinion.

The North Norfolk Briefing is published by Verified Brief. All information is drawn from publicly available sources including council minutes, planning records, procurement registers, and official government publications. Links go directly to primary source documents. Nothing in this newsletter constitutes opinion, legal advice, or political commentary.
