IN THE CHAMBER
Cabinet, Wednesday 7 October 2026, 17:30, Mancroft Room. The meeting page lists the agenda; the council's public decision notice was published on 8 October. The decisions take effect at 17:00 on Monday 12 October 2026 unless called in.
- Integrated Delivery Plan (CAB/26/034, key decision). Cabinet resolved to approve the plan at Appendix A, including its seven delivery missions, as the corporate delivery framework beneath We Are Norwich; to agree it is the principal framework linking priorities, delivery, resource prioritisation, performance and assurance; and to note that the delivery tracker is maintained as an internal tool. Progress is to be reported through Portfolio Holder scorecards alongside Quarter Two reporting to Cabinet in November 2026, continuing as the council responds to any future local government reorganisation decision.
- Complaints report (CAB/26/037). The Local Government and Social Care Ombudsman and Housing Ombudsman complaints report 2025-26 was noted.
- Statement of Licensing Policy under the Licensing Act 2003 (COU/26/017). Cabinet resolved to note the consultation outcome, approve the revised policy, recommend it to Full Council for adoption and recommend implementation from 1 November 2026. The report to Cabinet proposed implementation from 1 December 2026; the decision notice records 1 November 2026. The current policy was adopted in December 2021. The consultation report states that most responses supported the policy's focus on night-time-economy safety and that no substantive amendments were proposed.
- Procurement of temporary accommodation (CAB/26/038, key decision). Cabinet approved a procurement exercise and delegated the award to the Executive Director of Communities and Housing, in consultation with the Cabinet Member for Housing and the Head of Procurement. The report states that the council currently has 60 units, with the contract for 38 due to expire in November 2026, and that the procurement is for a minimum of 38 units over three years in two lots: at least 26 single-person supported units and at least 12 family units. The value is in an exempt appendix.
- East Norwich (CAB/26/042, exempt item). Considered in closed session. The decision notice records that Cabinet agreed the recommendations in the exempt report. No further detail is published.
- Contract decisions. The council's notice of decisions lists four contract items (references CAB/26/020, CAB/26/030, CAB/26/038 and CAB/26/039): Contact Manager, Workflow and Document Management System; Temporary Resource Partner; Interim Accommodation; and Mile Cross Depot Phase 1 construction contract award. They do not appear on the agenda or decision notice, and no outcomes are published. A general exception notice of 29 September records that an exempt appendix was added to the Interim Accommodation item.
The minutes of the Cabinet meeting of 9 September 2026 are included in the 7 October pack. Cabinet minutes for 7 October are not yet published.
Full Council, Tuesday 29 September 2026. The meeting page lists the agenda, a supplementary pack and amendment documents (Green and Labour motion amendments and questions to Council). The minutes are not yet published, so outcomes other than those in Issue 1 are carried forward.
Other meetings in the window. The Regulatory sub-committee on Monday 5 October (10:30) shows no documents. The Norwich area museums committee on Tuesday 6 October (14:30) has an agenda only: minutes of 2 June, the Norwich Museums Report for May to August 2026 and voluntary-organisation reports, with an additional report from Friends of Norwich Museums; no minutes are published.
Upcoming meetings.
- ⚠️ Standards Committee, Tuesday 13 October, 16:30. Agenda published: election of chair and vice-chair; minutes of 7 October 2025; a standards hearing decision notice (published May 2026); the annual report on standards activity (STA/26/001); Members' Social Media Guidance (STA/26/002); and a verbal update on Debate not Hate.
- ⚠️ Scrutiny Committee, Monday 19 October, 16:30, Blackfriars' Hall. Papers published: Norwich Rivers (SCR/26/003), with a draft Rivers Charter, a draft Rivers Pledge and a nutrient neutrality update, and the 2026-27 Work Programme.
- ⚠️ Regulatory sub-committee, Monday 19 October, 10:30. Agenda published, with one exempt item; no details are published.
- ⚠️ Licensing sub-committee, Monday 19 October, 10:00. No documents published.
- ⚠️ Twinning committee, Thursday 22 October, 16:30. Listed as rescheduled; no documents published.

Decision notices were read for listed building consents and for the change of use and dwelling-creating schemes. The portal's dates page for 26/00990/DBNG returned a server error; an index entry needs only the reference, address, type, outcome and date. Applicant and agent names are not published here.

THE COUNTDOWN
No new item on the Norfolk & Suffolk devolution mayoralty was found on the council's news pages in this window. Sources beyond the council's own news pages were not checked, so this is a nil on the council's pages only.
Norwich's own successor local government structure remains unsettled: the Greater Norwich unitary proposal was withdrawn by the Secretary of State on 7 September 2026, pending a rapid review. No vesting date, shadow-election date or successor authority applies to Norwich at this time.
HAVE YOUR SAY

ON THE HIGH STREET
The council's licensing pages are a guidance hub, not an applications register — there is no discoverable list of new licence applications with dates, the way planning has a weekly list. This section covers guidance and regulatory change only. No dated change was found on those pages in this window.
Regulatory-policy items: Cabinet's decision on the Statement of Licensing Policy (7 October; see IN THE CHAMBER, including the 1 November and 1 December implementation dates); the Pavement Licensing Policy, whose Full Council outcome of 29 September is not yet published; the Regulatory and Licensing sub-committees meeting on 19 October (see IN THE CHAMBER); and the private rented sector licensing consultation, not yet listed.
