Draft minutes record a right of appeal to the Magistrates' Court within 21 days of notice of the decision.

PLANNING WATCH
This section covers the planning registers of the three districts; Essex County Council's minerals, waste and its own development in the three districts; and the three councils' Local Plans.
The week covered is the councils' weekly lists for the week beginning Monday 5 October 2026 (Brentwood's list for the same week is dated from the Sunday before). Each council publishes its register weekly, and a list can include applications validated earlier. Every decision reported below was issued between Monday 5 and Sunday 11 October, except one Maldon decision dated 29 September that first appeared in this week's list.
Planning search: Brentwood · Chelmsford · Maldon · Essex County Council.
Comment windows are shown on each application's own page and in the statutory notices reported under each district; the deadlines are repeated in HAVE YOUR SAY. Every application link goes to that application's own page on the council's planning record.
Chelmsford's weekly list of decided applications returned a server error on two attempts; the 46 Chelmsford decisions dated 5 to 11 October come from the council's search by decision date. Applications validated from 28 September to 4 October that were not in the previous issue's lists are included and reported for the first time.
LOCAL PLANS
CHELMSFORD LOCAL PLAN HEARINGS SET FOR 10 NOVEMBER (Local plan milestone — examination, no new documents since 2 October)

The draft programme (IN04, 2 October 2026) is provisional. The timeline page lists no document added after 2 October 2026.

Maldon District Council's news item of 17 September 2026, reported in Issue 2, states that it will begin preparing a new Local Plan; the council's dedicated Local Plan page returned a server error when read this week, so it could not be checked for new documents. No Local Plan document was identified for Brentwood: its adopted-plan page records the plan as adopted on 23 March 2022.

THE COUNTDOWN
In March 2026 the government decided that Greater Essex's fifteen councils would be replaced by five unitary councils, one of which would have covered Brentwood, Chelmsford and Maldon. On 7 September 2026 the government withdrew that decision in light of new legal advice and began a review of its reorganisation programme. Local elections in May 2027 will go ahead on existing council boundaries. No date has been set for new councils in Essex.
GOV.UK's collection page for Essex, Southend-on-Sea and Thurrock reorganisation records its last update as 7 September 2026, when the Minister for Local Government, Devolution and Regional Growth wrote to council leaders withdrawing the current decisions for the three areas and announcing a rapid review of the programme. No later GOV.UK publication on Essex reorganisation was found for 5 to 11 October 2026. The Chelmsford, Maldon and Essex County Council reorganisation pages each record the 7 September announcement as their most recent entry; Maldon's page states that further updates will be provided. Two council documents published in the week refer to the position. Chelmsford City Council's Mid Year Financial Review report to Cabinet on 13 October states that Local Government Reorganisation work "has stopped" and may be cancelled or delayed until at least April 2029 (see IN THE CHAMBER — CHELMSFORD). Essex County Council's Cabinet agenda for 19 October 2026 includes a report asking whether the Council should consent to the laying before Parliament of the Greater Essex Combined County Authority Regulations 2027; the report states that the new authority would add to, and not replace, the current system of councils, and that it is "currently uncertain when or if reorganisation will happen". The meeting is listed on the county council's system with the status "Rescheduled" (see IN THE CHAMBER — ESSEX COUNTY COUNCIL).

HOW IT WORKS
Executive decision notices. Chelmsford City Council states that, as part of the laws about how local councils work, it has to publish notices about key decisions it plans to take. Each notice gives the subject, the decision maker, whether the decision is a key decision and the expected decision date. The council states that it makes the documents referred to in a notice available on its website five working days before the decision date, except documents that contain exempt or confidential information, and that the documents can also be requested from Democratic Services. This issue lists the notice's Cabinet decisions for 13 October and 10 November 2026.
