  • In the Chamber — Tendring's Community Leadership Overview and Scrutiny Committee recommended that three new parish councils begin on 1 April 2028 rather than 1 April 2027, according to its draft minutes.
  • In the Chamber — Tendring's Full Council met on 13 October and its Special Planning Committee met on 14 October. Outcomes from neither meeting were published when this issue was compiled.
  • Planning Watch — Tendring refused 15 bungalows at Thorpe-le-Soken, and an appeal against non-determination was lodged for up to 350 dwellings at Sladburys Lane, Clacton-on-Sea. Braintree's register lists 169 applications validated and 141 decided between 7 September and 11 October, including a Community Arts Centre extension at the Empire Theatre, Halstead, and up to 80 dwellings at Earls Colne.
  • Your Money — Tendring released £417,556.89 of Section 106 money to Elmstead Parish Council for a car park and access road.
  • Jobs & Tenders — Colchester's Cabinet will consider an Access PaySuite payment system contract of about £1,016,000 over five years, and the arrangements for awarding construction contracts at St Botolph's Quarter and Holy Trinity Church. Tendring approved an exemption from its procurement rules to replace the boiler at the Princes Theatre.

NUMBER OF THE WEEK

£417,556.89

The amount of Section 106 money, held under planning application 20/00239/FUL, that Tendring's Leisure and Public Realm Portfolio Holder approved for release to Elmstead Parish Council on 7 October. The money is for a car park and access road at Charity Field, Elmstead Market, which the record describes as required for Phase 1 of the community centre project. The record states that full release provides the clearest route to delivery while reducing exposure to further inflation and delay. It is a key decision, subject to call-in, and comes into force on 17 October if not called in. See Your Money.

IN THE CHAMBER

TENDRING COMMUNITY LEADERSHIP OVERVIEW AND SCRUTINY COMMITTEE OF 6 OCTOBER (Committee — draft minutes published)

Tendring's Community Leadership Overview and Scrutiny Committee met on 6 October. Its draft minutes are published on the meeting page. They record the outcomes of the two items our last issue reported from the agenda.

  • New parish councils for Clacton-on-Sea, Holland-on-Sea and West Clacton & Jaywick Sands. The committee unanimously recommended to Full Council on 13 October that the three new parishes begin on 1 April 2028 and not 1 April 2027, that their first elections move to May 2028 from May 2027, and that the initial term of office be three years, not five. It also asked the Chief Executive to await Full Council's decision before the Community Governance Reorganisation Order is made and sealed. The minutes record that, following the Government's withdrawal of its 25 March 2026 decision on reorganisation in Greater Essex, the existing electoral cycle for district and parish elections had been restored, and that without these changes the Order would have needed to be made by 14 October for a 1 April 2027 start. They also record that existing parish councillors elected on 6 May 2027 would serve four-year terms, and that the Government's current stated intention is to elect a Greater Essex Mayor in May 2028.
  • Learning disability and autism training in schools. The committee considered the motion Full Council referred to it on 1 September. It advised Full Council that it agreed with the spirit of the motion but did not feel it could support it as put, because training cannot be mandated, and recommended an amended motion. Its report and the amended motion go to Full Council on 24 November.
  • Work programme. Deferred to the committee's next meeting, on 8 December.

TENDRING SPECIAL PLANNING COMMITTEE OF 14 OCTOBER (Committee — planning, outcomes not published)

Tendring's Planning Committee met in special session at 5pm on 14 October at Clacton Town Hall. The agenda and an officer update sheet are published; outcomes were not published when this issue was compiled.

  • Great Oakley (26/00954/FUL). West Lodge, Sparrows Corner. Demolition of the existing dwelling and erection of eight bungalows with access, parking and amenity space. A councillor called in the application. The agenda lists the call-in grounds as back-land development in a rural setting, demolition of an existing dwelling, a site outside the settlement development boundary, a restricted and obscured site entrance on a narrow bend, a narrow access that could restrict emergency vehicles, and inadequate infrastructure and services.
  • Lawford (26/00898/FUL). 26 Lawford Place. Four electric vehicle chargers in the parking area. A councillor called in the application over the effect of the chargers and posts on the setting and appearance of a Grade II listed building.
  • Clacton-on-Sea (26/00729/FUL). Lower Promenade, Marine Parade West. Cliff stabilisation works, including rebuilding a failed tumbled brick wall and installing drainage. The application is before the committee because the council is the applicant and the landowner.

TENDRING OFFICER AND PORTFOLIO HOLDER DECISIONS (Delegated decisions)

  • Local Plan examination. An officer decision of 5 October signed a Service Level Agreement with the Planning Inspectorate for the examination of the Tendring Local Plan Review. Another, taken on 1 October and published on 9 October, appointed an independent Programme Officer for the examination. The first record states that Full Council approved the Submission Version for Regulation 19 consultation on 1 September, and that submission must take place before 31 December 2026 for the plan to proceed under the current plan-making system. Neither is a key decision, and neither is subject to call-in. (Service Level Agreement, Programme Officer)
  • Southcliff beach huts, Walton-on-the-Naze. The Leisure and Public Realm Portfolio Holder agreed on 9 October interim arrangements for regularising, adapting or removing unauthorised balconies, verandas and similar decked structures at beach huts, and a revised Beach Hut Specification that allows balustrade heights of 900 to 1100mm. The decision is subject to call-in and comes into force on 19 October if not called in. (decision record)
  • Property. Four property decisions were published. The assignment of the lease of 60/61 Church Street, Harwich, to a new tenant was approved on 12 October and is not subject to call-in (decision record). The surrender of a lease over land at Gas House Quay, Stour Road, Harwich, was approved on 6 October, together with a write-off of unpaid rent; the terms and the amount are in a Part B report that is not public (decision record). New leases over the former public conveniences at Tamarisk Way, Jaywick Sands, and over Kiosk 2 on the Lower Promenade, Clacton-on-Sea, were approved on 6 and 7 October; the records describe both properties as disused and in poor condition and state that the successful proposals include full refurbishment (Tamarisk Way, Kiosk 2). The three decisions subject to call-in come into force on 17 October if not called in, and no call-ins were recorded when the pages were read.
  • Planning determinations. A record of delegated planning determinations for 5 to 9 October was published on 12 October (decision record).

Money and contract decisions from the same register are reported under Your Money and Jobs & Tenders. The licensing record is reported under On the High Street.

PLANNING WATCH

This section covers planning applications validated and decided in the two most recent complete portal weeks, 28 September – 11 October 2026. The week of 28 September to 4 October was covered in our last issue for Colchester and Tendring and is not repeated here. Everything below for those two districts is from 5 – 11 October 2026. Braintree's section covers the five portal weeks from 7 September to 11 October 2026. Committee items are reported by meeting date. Planning runs a few days behind the rest of this briefing because the councils' planning registers publish in whole weeks.

Comments on an application are normally accepted for 21 days from the date it is publicised. Each district's full register follows its round-ups, and each reference links to that application's own page on the council's register: Colchester, Tendring, Braintree. Every link is checked before publication. A council may later restructure its website and break a link that worked when this was sent; this is rare and outside our control.

Coverage note — Braintree. Braintree's weekly lists of applications validated and decided were read for the five portal weeks from 7 September to 11 October 2026, so Braintree's section in this issue spans five weeks where Colchester and Tendring span one. 169 applications validated and 141 decided are listed. An application validated in one week and decided in a later one is listed once, with its outcome. Where an application validated in the window already shows an outcome on the register but was not on a decided list for these weeks, the register entry gives both. Tree works applications, tree notifications and tree orders are not listed, in line with this briefing's standing scope. The week beginning 12 October is not included. Planning Committee items from Braintree's meeting of 6 October were reported in our last issue.

Coverage note — Tendring. Tendring's register was searched by validation date and by decision date for 5 – 11 October. 30 applications validated and 27 decided are listed. Decision outcomes are taken from Tendring's weekly schedule of delegated decisions, and from each application's own page where the schedule does not carry the decision, as for the discharge of conditions applications and the appeal on Sladburys Lane. Three tree works applications validated and fourteen tree notifications and orders decided are not listed, in line with this briefing's standing scope. Tendring's licensing delegations record for 5 – 9 October carried no attached report (see On the High Street).

Coverage note — Colchester. Colchester's weekly lists for the week beginning 5 October were read in full: 22 applications received and 31 decided. Two tree works applications received are not listed, in line with this briefing's standing scope. The list for the week beginning 12 October was still running and is not included. Four decision notices that our earlier issues noted as missing from the decided list (260743, 260876, 260741 and 261283) were not on the list for the week beginning 5 October either, and remain unlisted.

For Holy Trinity Church the report gives an approved budget of about £3.4 million, including a £2.65 million National Lottery Heritage Fund Delivery Grant, a £350,000 Historic England Repair Grant and a £200,000 Council capital contribution, with a residual balance of about £91,000 underwritten in principle by the Council. A related report on the Commonstead Trust and the long-term stewardship of Holy Trinity Church has exempt appendices. (Cabinet agenda)
  • Tendring — Princes Theatre boiler. The Theatre General Manager (Technical) approved on 5 October an exemption from the Procurement Procedure Rules and the award of a contract to Olympus Mechanical Services Ltd to supply, install and commission a replacement boiler. The record states two quotations were obtained and that Olympus Mechanical Services' was the lower, that the existing boiler is more than 20 years old with a perforated condensing flue and no longer meets Gas Safe requirements, and that the contractor was already on site at the Town Hall. The value is not stated on the decision page. (decision record)
  • Tendring — Dovercourt Pool Play Area. The Public Realm Operations Manager approved on 9 October the installation of new play equipment and the appointment of Kompan Ltd as contractor following a procurement exercise. The value is not stated on the decision page. (decision record)
  • Tendring — abandoned vehicle contract. An officer decision of 9 October extended the abandoned vehicle contract with Tendring Recycling by two calendar years. A Portfolio Holder concurrence letter is attached. (decision record)

No Braintree contract or tender decision was found for this period.

THE COUNTDOWN

Colchester, Tendring and Braintree are currently due to be replaced by a single unitary authority, North East Essex Council, on 1 April 2028 — 534 days from 15 October 2026. The government withdrew its March 2026 decision on 7 September pending a review, so 1 April 2028 is the current stated date, not a settled one.

No shadow authority election countdown is carried. The Minister's letter of 7 September states that elections planned for May 2027 will go ahead on existing council boundaries.

WHERE THE THREE COUNCILS STAND

  • Tendring's Community Leadership Overview and Scrutiny Committee minutes of 6 October record that the Government withdrew its 25 March 2026 decision, that the existing electoral cycle for district and parish elections was restored, and that the Government's current stated intention is to elect a Greater Essex Mayor in May 2028. The minutes state that the recommended start date of 1 April 2028 for three new parish councils would allow their first elections to share costs with the Greater Essex Mayoral election. (draft minutes)
  • Tendring's Full Council on 13 October had a motion on the council's costs of responding to the reorganisation programme and a call for the Government to reimburse them. Its outcome was not published. (agenda)
  • Tendring's Local Plan decisions of 1 and 5 October state that the Ministry's request to cease work on implementing the earlier decisions does not affect plan-making. (Programme Officer decision, Service Level Agreement decision)
  • Colchester's Cabinet on 21 October is invited to consider a recommendation from its LGR Transformation and Transition Panel of 9 September, headed as a reorganisation progress and risk update. Its Full Council on 14 October had a motion on Local Government Reorganisation. The Panel next meets on 3 November. (Cabinet agenda, meeting calendar)
  • The Essex LGR Hub, the joint site of the fifteen Greater Essex councils, carries no news later than March 2026. (Essex LGR Hub news)
  • The Ministry's collection page for Essex, Southend-on-Sea and Thurrock shows 7 September as its latest update. (collection page)

HOW IT WORKS

Key decisions and call-in at Tendring

Tendring's decision records state whether a decision is a key decision and whether it is subject to call-in, together with the date it was taken, the date it was published, the date it takes effect and a count of call-ins received. The release of £417,556.89 of Section 106 money to Elmstead Parish Council is an example: the record marks it as a key decision, subject to call-in, taken on 7 October and effective from 17 October, with no call-ins when it was read. Some decisions on the same register, such as the lease assignment at 60/61 Church Street, Harwich, are marked as not subject to call-in and take effect on the day they are taken.
