IN THE CHAMBER

Source: southnorfolkandbroadland.moderngov.co.uk, items newly published between 26 September and 9 October 2026. Sixteen items were published in the window. Seven report outcomes and are set out below; the other nine are at agenda stage or awaiting minutes, and are carried forward to a later issue rather than reported as outcomes. No Joint Scrutiny Committee item was published in the window. Minutes are published as draft until approved at the committee's next meeting.

SOUTH NORFOLK DEVELOPMENT MANAGEMENT COMMITTEE, 23 SEPTEMBER: FOUR PLANNING DECISIONS

Minutes published 28 September 2026. The Committee determined four applications:

  • 2025/2168, Land west of Frith Way, Great Moulton — five dwellings with parking and a new access onto Frith Way. Approved with conditions (28 conditions); 8 for, 2 against.
  • 2026/0335/O, Intwood Lodge, Intwood Lane, East Carleton — outline permission for a self-build detached two-storey dwelling, all matters reserved. The officer recommendation was to refuse; that recommendation was defeated 2 to 8. The Committee resolved, 8 for and 2 against, to delegate authority to the Assistant Director of Planning to approve, subject to resolving nutrient neutrality and GIRAMS, a satisfactory preliminary ecological survey, and conditions. The minutes record the reasons as the lack of a five-year housing land supply and the shortfall against self-build targets outweighing the harm from the site's unsustainable countryside location.
  • 2026/0485/F, Land off Greenways, Flordon (enforcement reference 2025/8549) — retention of a change of use from agricultural land to car sales, with close-board fencing and an office unit. Refused unanimously and enforcement action authorised. The refusal reasons were unjustified commercial development in the open countryside, an unsustainable location, urbanising impact on landscape character, unsafe intensification of use of Greenways Lane, and insufficient drainage and pollution-prevention information.
  • 2026/1627/F, Ketts Park Community and Recreation Centre, Harts Farm Road, Wymondham — two single-storey extensions to enlarge the café and provide studio space, with internal refurbishment and changes to external hardstanding (applicant: South Norfolk Council). Approved with conditions (14 conditions), unanimously.

The Committee also noted the planning appeals list.

Cabinet recommended that Council adopt the revised Complaints Policy, the changes reflecting internal feedback and Housing Ombudsman feedback. In exempt session, Cabinet agreed recommendations on Road Completion Funding for Sinclair Close, Little Melton (to be put to Council) and on insurance contract extensions, the extension period being amended at the meeting from 18 months to 12 months; amounts and contract details are not in the public minutes. BROADLAND PANEL, 16 SEPTEMBER: HOMELESSNESS ACTION PLAN AND TEMPORARY ACCOMMODATION POLICY

Minutes published 28 September 2026. On the Broadland Homelessness Action Plan 2025–2030 and Temporary Accommodation Placement Policy, the Panel resolved unanimously to note the draft Action Plan and amended Policy and to recommend that Cabinet approve and adopt both and delegate authority for ongoing operational amendments to the Assistant Director of Individuals and Families, in consultation with the Portfolio Holder. The minutes record expected funding of about £85,000 to £86,000 this year and about £50,000 in each of the following two years, and that action plans are to be linked to the Ministry of Housing, Communities and Local Government by 1 December 2026. The Panel also resolved to note the quarterly Homelessness Mitigation Strategic Workplan update for Quarter 4 2025/26 and Quarter 1 2026/27: presentations were below predicted levels in Quarter 4 and slightly above mitigated but below predicted levels in Quarter 1, and 14 of 16 target properties under the Local Authority Housing Fund had been secured, at a total cost of about £2.2 million.

BROADLAND LICENSING AND REGULATORY COMMITTEE, 10 SEPTEMBER: TAXI AND PRIVATE HIRE POLICY CONSULTATION TO START

Minutes published 8 October 2026. Item 79, Review of the Council's Hackney Carriage and Private Hire Vehicle Policy and Conditions (pre-consultation): the Committee resolved to note the draft Policy and Conditions and the schedule of key proposed changes, subject to the amendments set out in the minutes, and to agree to start the consultation process. Amendments agreed in discussion covered clearer wording on assistance dogs (including a requirement that drivers carry a current Blue Book), an assessment before renewal for applicants without evidence of an English language qualification, clarification that lost property byelaw provisions are statutory rather than local policy, an exception allowing drivers to drink bottled water in licensed vehicles, and further consultation on whether emotional support animals should be treated differently from assistance dogs. The minutes record an eight-week consultation running October to December 2026; if the policy is approved after consultation, it takes effect on 1 April 2027. The minutes record no vote count.

PLANNING WATCH

Window: the weekly lists for the week ending 2 October 2026 (26 September to 2 October). The weekly lists for the week ending 9 October 2026 (3 to 9 October) were not yet published on either council's site on the morning of publication, so that week is held and will be reported in the next issue (checked on 9 October 2026 by reading both councils' weekly-list index pages).
