Method note: planning data was read from the council's weekly lists and each application's summary, details, dates, constraints and documents pages. The weekly list of validated applications for the week beginning 28 September returned no results, and a search by date received shows no application received after 24 September 2026. The portal states that some validations take longer to appear, so the absence of validations after 25 September reflects what the portal shows rather than a confirmed count of applications submitted. The advanced search by decision date returned no results even for dates with known decisions, so decisions are taken from the weekly lists. One entry (26/00986/TCA) carries a validation date of 24 October 2026, which appears to be a data entry error. For 26/00944/CLP the portal's document count is inconsistent, so none is stated. Decision notices were read for refusals, committee decisions, listed building consents and changes of use. The two discharge-of-condition applications concerning City Hall, a listed building, are shown as index entries and may warrant fuller treatment in a later issue.

YOUR MONEY

The council's Contracts Register is updated monthly; its current data extract is dated 17 September 2026, before this window. The spreadsheet lists 427 contracts, all shown as active.

Financial items in the committee papers above: an addition of £95,000 to the 2026-27 General Fund capital programme for Rose Lane multi-storey car park machinery and CCTV (Council, 29 September; Cabinet recommendation of 9 September); Q1 budget monitoring, with forecast capital underspends of £3.011m on the General Fund and £16.833m on the Housing Revenue Account, a £157,726 General Fund capital adjustment approved and delegated authority to increase the Housing Revenue Account capital programme by £1.378m; Sloughbottom Park Local Regeneration Fund contract awards delegated, with the main contractor estimated at £6,995,221, an artificial pitch at £850,000 (subject to Football Foundation funding) and a play area at £486,337; and the Basic Allowance decision reported under IN THE CHAMBER.

JOBS & TENDERS

⚠️ One tender is current on the council's e-Tendering portal: NRW/21219, St Andrews MSCP – Structural Repairs. It is a works contract below the regulated threshold, using the open procedure. Documents can be requested until 15:00 on 12 October 2026; award is planned for 2 November 2026, with contract start on 1 February 2027 and end on 1 May 2027. The portal's awarded list is empty. The portal does not show a posted date.

Three vacancies are listed on the council's recruitment site: Low Carbon Infrastructure Officer (£39,862–£42,839 pro rata, permanent, full-time, closing 16 October); Housing Assessment Officer (£32,597–£35,412, permanent, closing 18 October); and Private Sector Housing and HMO Enforcement Officer (£44,075–£47,181, permanent, closing 10 October). The list does not show when each was posted, so whether any is new to this window cannot be confirmed from the source alone.

Contract decisions on the 7 October Cabinet agenda are listed under IN THE CHAMBER.

THE COUNTDOWN

No new primary-source item on the Norfolk & Suffolk devolution mayoralty was published by the council in this window. Sources beyond the council's own news pages were not checked.

Norwich's own successor local government structure remains unsettled: the Greater Norwich unitary proposal was withdrawn by the Secretary of State on 7 September 2026, pending a rapid review. No vesting date, shadow-election date or successor authority applies to Norwich at this time.

HAVE YOUR SAY

Closed this window — the Next steps for City Hall survey closed on Wednesday 30 September 2026 with 184 responses.

The statutory consultation on private rented sector licensing approved by Cabinet on 9 September is not yet listed on the council's consultation site.

ON THE HIGH STREET

The council's licensing pages are a guidance hub, not an applications register — there is no discoverable list of new licence applications with dates, the way planning has a weekly list. This section covers guidance and regulatory change only. No dated change was found on those pages in this window.

Regulatory-policy items before the council: the Pavement Licensing Policy (Council, 29 September; proposed fees £500 new and £350 renewal; the current policy was adopted in August 2020); the Statement of Licensing Policy 2026 (Cabinet, 7 October; proposed implementation from 1 December 2026; see Cabinet papers); and the consultation on discretionary property licensing of private rented sector housing approved by Cabinet on 9 September.
