THE COUNTDOWN

Local government reorganisation covering Castle Point, Rochford and Southend-on-Sea — part of a wider Essex reorganisation decided in March 2026 — was withdrawn by the Secretary of State on 7 September 2026, in light of new legal advice, pending a "rapid review" of the government's reorganisation programme. No timeline has been given for that review, and no successor authority, vesting date or shadow-election date exists for this footprint. Southend-on-Sea's own status as a unitary authority is unaffected by the withdrawal. (Government letter to council leaders)

This week's position: Southend-on-Sea's Council agenda of 7 October carried an urgent item on local government reorganisation (agenda); Southend's Policy and Resources Scrutiny Committee agenda of 8 October listed Local Government Reorganisation and Transformation Programme Delivery (agenda); and Rochford's first-quarter Strategic Risk Register records the reorganisation risk as live (committee documents). No outcome of those items had been published at the time of checking.

HOW IT WORKS

A scheme of delegation sets which planning decisions are taken by officers and which go to a committee of councillors. Two councils in this briefing's area dealt with the national scheme this fortnight: Castle Point's Council agenda for 14 October included implementing the National Scheme of Delegation of Planning Functions, with the regulations in force from 31 October 2026 (agenda), and Rochford's Audit, Governance and Standards Committee considered a report on Planning Committees and the National Scheme of Delegation on 5 October (committee documents).
