IN THE CHAMBER

STOWMARKET PARKING CHARGES RESTRUCTURED FROM MONDAY TO SATURDAY ⚠️

Mid Suffolk Cabinet approved the Stowmarket Car Park Review in full on 8 September. Charging hours move from 8.30am–6.00pm to 8.00am–6.00pm, Monday to Saturday. In the short-stay car parks the three-hour tariff falls from £2.00 to £1.50 and a new four-hour tariff is introduced at £2.00. Four hours of free parking will apply in the short-stay car parks after midday on a market day, Thursday and Saturday. In the long-stay car parks the two-hour tariff is removed, except at Iliffe Way, and the all-day tariff rises from £2.50 to £3.00. Ticketless systems will be introduced in all car parks except Meadow Centre and Iliffe Way, and the 10p convenience fee on digital parking stays will be passed on to customers.

Cabinet also delegated authority to the Director of Operations, in consultation with the Cabinet Member for Thriving Communities, to approve up to £300,000 towards a new on-street residents' parking zone in Stowmarket if the formal consultation being run by Suffolk County Council returns a positive result from residents.

BOTH COUNCILS BACK A LOCAL DEVELOPMENT ORDER FOR NATURE-BASED WORKS

Babergh and Mid Suffolk Cabinets each resolved on 8 September to endorse the development of a Local Development Order for nature-based solutions. Authority is delegated to the Chief Planning Officer and the Head of Climate and Nature Recovery, in consultation with the relevant Cabinet Members, to prepare a draft Order, run a six-week public and stakeholder consultation, and then finalise it before bringing it to Council for adoption.

The stated reason for the decision is that an Order would streamline the planning permission process for works that manage or enhance land in ways that protect or improve the environment, reducing the time and cost of bringing forward nature recovery schemes.

BABERGH PLANNING COMMITTEE GRANTS THREE APPLICATIONS

Babergh Planning Committee met on 2 September and granted all three applications before it, each by a unanimous vote: listed building consent for re-roofing the south-facing roof of Riverview and replacing the main entrance door at the former Babergh District Council offices, Corks Lane, Hadleigh (DC/26/02318); listed building consent to remove render from all elevations at Little Causeway Farmhouse, The Causeway, Hitcham, replacing it with lime render and breathable insulation with repairs to the timber frame and brickwork (DC/26/02551); and a householder application for the retention of a shed at 4 Clover Court, Great Cornard, subject to a personal condition requiring removal when no longer required.

The applicant on the Corks Lane application is the councils themselves. Two councillors declared other registerable interests on that item and withdrew for its duration.

An application has been submitted to determine whether prior approval is required for the change of use of agricultural buildings at The Gables, Russell Green, Wilby, to dwellinghouses under Schedule 2, Part 3, Class Q. The proposal involves partial demolition of existing agricultural buildings C and F to form seven dwellings. BOTH COUNCILS PUBLISH FIRST-QUARTER FINANCIAL POSITIONS

Babergh Cabinet noted a general fund year-to-date surplus of £471,000 and a forecast year-end deficit of £285,000. Its Housing Revenue Account recorded a first-quarter deficit of £1.926m and forecasts a year-end deficit of £6.691m against a budgeted deficit of £8.855m, with capital and capital financing spend of £3.449m to date against a forecast year-end figure of £15.939m, and forecast HRA reserves of £6.702m.

Mid Suffolk Cabinet noted a general fund year-to-date surplus of £613,000 and a forecast year-end surplus of £2.692m. Its Housing Revenue Account recorded a first-quarter surplus of £118,000 and forecasts a year-end deficit of £1.512m against a budgeted deficit of £903,000, with capital spend of £2.057m to date against a forecast year-end figure of £22.202m, and forecast HRA reserves of £3.277m.

Babergh and Mid Suffolk District Councils are currently due to cease to exist on 1 April 2028, to be replaced by three new unitary authorities for Suffolk.

This week: the government has withdrawn its March 2026 decision to create three unitary councils in Suffolk, pending a review of the reorganisation programme. The Secretary of State for Housing, Communities and Local Government told Parliament on 7 September 2026 that the March decisions for Suffolk — and, in the same statement, for Essex, Hampshire and Norfolk — have been withdrawn pending a rapid review, and that the government remains committed to reorganisation in principle. The leaders of both councils have published a response. This is a paused decision, not a confirmed reversal: the vesting date of 1 April 2028 and the shadow authority elections scheduled for May 2027 are suspended pending the review rather than cancelled, and the timetable above should be read on that basis.

HOW IT WORKS

WHAT IS A LOCAL DEVELOPMENT ORDER?

A Local Development Order is made by a local planning authority under the Town and Country Planning Act 1990. It grants planning permission in advance for a specified type of development within a defined area, subject to conditions and limitations set out in the Order itself. Where an Order applies, a developer or landowner carrying out development that falls within its scope does not need to submit an individual planning application.

Orders must be prepared in consultation with the public and adopted by the council. They can be revised or revoked. The Order endorsed by both Cabinets on 8 September would cover nature-based works such as habitat creation and flood resilience measures; its scope, conditions and limitations will be set when the draft is published for consultation.
