County governance
Norfolk County Council was checked at norfolk.gov.uk/article/38709/Committees. The page lists the county's eleven committees and their chairs but does not carry live agendas, and this briefing does not yet have a working route to Norfolk CC's live committee business. Where a county matter surfaces through a district council's own records, it is reported under that district.
Planning Watch
Planning Watch reports the applications considered by each council's Planning Committee. Most applications are decided by planning officers under delegated powers and do not appear here — see How It Works.
Borough Council of King's Lynn & West Norfolk
Planning Committee met on 7 September 2026. Document state: agenda published, draft minutes published.
25/02010/CU — Wiggenhall St Germans, The Workshop, 159 Fitton Road. Proposal: retention and continued use of existing workshops. Officer recommendation: approval. A member of the public spoke objecting; no ward member or parish representative spoke. Outcome: approved as recommended, carried unanimously. Meeting page
26/01054/F — Little Massingham, Little Massingham Manor, Station Road. Proposal: retrospective application for one shepherd's hut with associated parking and well-being facilities (sauna and hot tub), to be used as a holiday let. Officer recommendation: approval. Referred to Committee at the request of a ward member, who addressed the Committee under Standing Order 34; a parish council representative also addressed the Committee, objecting. Outcome: refused, contrary to recommendation, on the grounds that the unauthorised development was intentional and under policy DM8 this was given substantial weight, outweighing policy support for the rural business (8 votes for refusal, 3 against). Meeting page
26/01089/F — Stow Bardolph, land south of 201 The Drove, Barroway Drove. Proposal: full planning permission for one self-build two-storey dwelling house with a detached four-bay garage with storage above. The site lies partly within Flood Zone 3a and a reservoir flooding and tidal hazard mapping zone, and is on Grade 1 agricultural land. Officer recommendation: refusal. Called in for Committee determination; the parish council supported the application, contrary to the officer recommendation. No ward member or parish representative addressed the Committee; a member of the public spoke in support. Outcome: approved, contrary to recommendation, on the grounds that the dwelling supported a rural worker and associated business in accordance with Local Plan policy LP36 and Policy E4.2 (7 votes for, 4 against). Meeting page
26/00780/F — Walpole St Andrew, Holme Farm, King John Bank. Applicant: Mr Wayne Codona. Proposal: erection of 2 no. self-build dwellings, including demolition of an existing agricultural building with the benefit of a Class Q approval for conversion into 3 no. dwellings. Officer recommendation: refusal. Referred to Committee at the request of the Planning Committee Sifting Panel. A member of the public spoke in support. Outcome: a proposal to approve was put to a roll call and lost (4 votes for, 7 against); the officer recommendation to refuse was then put to a roll call and carried (7 votes for, 4 against). Refused as recommended. Meeting page
The Committee also received a Quarterly Enforcement Report covering 19 March to 11 August 2026: 237 cases received, 205 closed, 322 live cases pending, and 9 enforcement notices served in the period; Members asked for a breakdown of outstanding cases by age. The Committee also received, and noted, Delegated Decisions and Quality of Decisions schedules and an Appeals Quarterly Report — this briefing has not yet read their contents (see How It Works).
Breckland Council
Planning Committee met on 1 September 2026. Document state: agenda published, draft minutes published.
Under its standing Local Plan Update item, the Committee heard that the Regulation 19 consultation on the emerging Local Plan was continuing, with drop-in sessions held across the district; the revised National Planning Policy Framework, issued 17 August 2026, was noted, with a Member training session on it scheduled for 13 October 2026; and the new National Scheme of Delegation was noted as taking effect on 31 October 2026.
PL/2025/0756/FMIN (agenda heading: PL2025/ 0756FMIN) — Saham Toney, Otterwood Kennels, Dereham Road. This application was deferred prior to the meeting, to allow time to review a late representation. Meeting page
PL/2025/1607/FMIN — Billingford, land off Festival Road. Proposal: retrospective application for 1 no. permanent Traveller pitch (siting of a two-bed static caravan) with associated parking/amenity, installation of a package treatment plant and drainage field, and additional soft landscaping. Officer recommendation: approval. A ward member spoke against the application, on behalf of the parish council and a second ward member; the applicant's agent, Mr John Dickie of John Dickie Associates, also addressed the Committee. Outcome: approved as recommended, subject to conditions (7 votes for, 1 against). Meeting page
The Committee also received, and noted, a schedule of Applications Determined by the Director of Planning & Building Control and an Appeals Summary — this briefing has not yet read their contents (see How It Works).
Your Money
Borough Council of King's Lynn & West Norfolk
The most recently published payments-to-suppliers return (payments over £500) covers April to June 2026 — the current quarter (July to September 2026) has not yet been published; both councils publish quarterly, so this is the meeting cycle rather than a gap. The return is published as a downloadable spreadsheet; this briefing does not itemise it. Source
Breckland Council
Breckland publishes payments over £500, Government Procurement Card transactions and a quarterly Contracts Register under its Transparency Code page, on the same quarterly cycle. These are published as downloadable returns; this briefing does not itemise them. Source
Jobs & Tenders
Borough Council of King's Lynn & West Norfolk
The Procurement Contract Register, covering the current quarter, is published alongside the payments return above; this briefing does not itemise it this issue.
Breckland Council
Breckland's quarterly Contracts Register is published under the Transparency Code page above; this briefing does not itemise it this issue. Breckland publishes contracts, tenders and purchase orders exceeding £5,000 under a single threshold, rather than the two-threshold model used by some sibling councils.
The Countdown
The Government has paused its decision on Norfolk's reorganisation. On 7 September 2026, the Government announced it was withdrawing the decisions it had made in four review areas, including Norfolk, in order to review them — following, both councils' websites state, a change in national political leadership and updated legal advice. Both councils describe this as a pause, not a reversal: the Government's stated commitment to reorganisation and devolution has not changed, and Norfolk's councils say they continue to prepare to integrate services "if necessary" once the review concludes.
One practical consequence is already fixed: the Borough Council of King's Lynn & West Norfolk's ordinary all-seat elections will now go ahead in May 2027, rather than elections to a new unitary authority as previously timetabled.
Before the pause, the position was as follows, and remains the basis on which both councils are continuing to prepare. In March 2026 the Government confirmed a three-unitary model for Norfolk, replacing the county, district, city and borough councils from 1 April 2028 with three new unitary authorities: West Norfolk (Breckland and King's Lynn & West Norfolk, plus the parishes below), Greater Norwich, and East Norfolk. Nine parishes currently in South Norfolk — Hingham, Deopham, Wramplingham, Barford, Barnham Broom, the grouped parish of Brandon Parva, Coston, Runhall & Welborn, Kimberley, Morley and Wicklewood — are due to transfer into the West Norfolk footprint and are covered by this briefing from this issue, labelled as incoming, using South Norfolk's own records until the transfer takes effect.
The legislation to create West Norfolk Council has not passed, and its passage is now paused pending the Government's review. Neither the vesting date of 1 April 2028 nor the (now superseded, pending review) shadow election timetable should be read as guaranteed by more than the position described above. On the High Street
This section covers Breckland only. Breckland Council publishes a public register of licences; the Borough Council of King's Lynn & West Norfolk does not publish a register this briefing is able to read (see How It Works).
Licence types queried this issue: Hackney Carriage Vehicle, Street Trading Consent (1 Year). Breckland's register does not yet include alcohol or premises licences, by the council's own statement, while it is repopulated following a change of software provider.
Hackney Carriage Vehicle — 127 licensed vehicles on the register; seven were newly issued within this issue's coverage window: HV0919 (Skoda Superb, issued 15 September 2026), HV0918 (Ford Freedom, 10 September), HV0917 (MG HS SE, 3 September), HV0916 (Skoda Superb, 3 September), HV0915 (Mercedes-Benz C220, 3 September), HV0914 (Skoda Octavia, 26 August) and HV0913 (Kia Ceed, 25 August).
Street Trading Consent (1 Year) — 39 consents on the register. Two are due to expire within the coming week: The Brothers Chips and Fish (STC0150, expires 25 September 2026) and Tommy's Ices (STC0184, expires 28 September 2026). Register
How It Works
The Briefing is organised by what it reports on, not by council. In the Chamber covers committee business — meetings, agendas, minutes, decisions — across Breckland Council and the Borough Council of King's Lynn & West Norfolk. Planning Watch covers planning. Your Money and Jobs & Tenders cover spending, contracts and procurement opportunities. The Countdown tracks local government reorganisation as it happens. Have Your Say lists what's currently open for public comment. On the High Street covers licensing.
Every item meeting a stated inclusion test is reported — this briefing favours comprehensiveness over curation. Readers self-select what matters to them.
What Planning Watch covers. Both councils' Planning Committees meet every four weeks, and this section reports the applications they consider: the reference, the parish and site, the proposal as written, the officer's recommendation, and the decision and vote where one was taken. Applications deferred, called in by a councillor, or referred because a parish council disagreed with officers are the ones that reach committee, so they are the ones reported here. Most applications never reach a committee at all — King's Lynn & West Norfolk puts the figure at fewer than one in ten — because officers decide them under delegated powers. Those decisions are published by both councils alongside each committee agenda and are not yet covered here; we are working on adding them. In a week with no committee meeting, this section does not appear, and the next meeting date is given instead.
If you're looking for an application you can't find here. Both councils publish their own searchable record of every application, including those decided by officers, and anyone can search it directly: King's Lynn & West Norfolk · Breckland.
What On the High Street covers. Breckland Council publishes a public register of licences — taxi and private hire, scrap metal, animal welfare, street trading and several gambling categories — and this section reports from it. The council notes that its register is still being added to following a change of software, and that alcohol and premises licences are not yet included. The Borough Council of King's Lynn & West Norfolk does not publish a register this briefing is able to read, so its licensing is not covered.
A section that doesn't appear in a given issue means either that there was nothing to report against its own inclusion test, or that the source it draws on reports on a longer cycle than weekly. Where a section is limited in what it can cover, that limit is stated above rather than left for you to infer.
The county tier — Norfolk County Council — currently has no live monitoring route: council-run pages show what committees exist but not their current business. Where a county matter is reported, it is because a district council's own records referenced it directly.
Nine parishes currently in South Norfolk are due to transfer into this footprint's successor council and are covered from Issue 1, labelled as incoming, using their present council's own records until the transfer takes effect.
This briefing states what the record says and stops there — no prediction, no opinion, no campaigning language. Named politicians and candidates appear only once a statement or position has been checked against the primary record.
