NUMBER OF THE WEEK
3,529 — the number of violence-against-women-and-girls (VAWG) offences recorded in Tendring District in the year to December 2025, cited in the officer report supporting the council's decision to sign the Women's Safety Charter (see IN THE CHAMBER, below). The same report recorded a further 4,931 VAWG offences including domestic abuse in 2024/25, and noted that police-recorded data underrepresents true prevalence.

Urgent decision reported on digital-system readiness for Local Government Reorganisation. Colchester City Council's Decisions register records a Report of Urgent Decision, taken under Cabinet Procedure Rule 22, concerning a digital system in readiness for Local Government Reorganisation. The decision was taken by the Leader ahead of the normal cycle and is being reported to Cabinet's meeting of 2 September 2026, as the rule requires when it is used. It is marked a Key Decision. TENDRING
Clacton Town Centre & Periphery Public Spaces Protection Order renewed to 2029. The Assets & Community Safety Portfolio Holder decided, on 28 August 2026, to extend the Order — in place since 2007 and widened in 2023, and due to expire in August 2026 — for a further three years, to 1 September 2029. The decision record explicitly frames the extension as carrying the Order "through Local Government Reorganisation." The officer report recorded that Essex Police use the Order daily in Clacton town centre to remove alcohol from street drinkers, disperse groups and tackle anti-social behaviour under the Anti-Social Behaviour, Crime and Policing Act 2014, and that not renewing it would reduce enforcement powers and risk increased anti-social behaviour and reduced tourism. Women's Safety Charter signed, subject to call-in. The Assets & Community Safety Portfolio Holder and the Partnerships Portfolio Holder jointly decided, on 28 August 2026, that Tendring District Council should formally sign the Women's Safety Charter — a preventative community-safety initiative extending the usual night-time-economy focus to rural areas. The recommendations were approved subject to call-in; the call-in deadline is 7 September 2026, with the decision coming into force on 8 September 2026 if not called in, and no call-in recorded as of collection. Tendring District Local Plan Review: Submission Version resolved. Following debate at the Planning Policy and Local Plan Committee on 25 August 2026, Full Council resolved on 1 September 2026 to proceed with the Local Plan Review's Submission Version. Minutes of the Council meeting had not been published as of this issue's collection.
BRAINTREE
Braintree's Cabinet met on 27 August 2026 and its Local Plan Sub-Committee met on 30 August 2026, per the council's meeting calendar. Braintree's Decisions register shows no content for either meeting, or for the wider two months around them — a gap in the council's own published record, not evidence that nothing was decided.

Tendring's Corporate Director (Operations and Delivery) decided, on 2 September 2026, to award the contract for replacement boilers and control systems at the Town Hall — whose existing office-accommodation boilers and control systems are life-expired — to Olympus Mechanical Services. Two further Tendring decisions noted, detail not fetched. A licence to occupy Milton Road Car Park, Dovercourt — part of the council's Levelling Up/Community Regeneration Partnership programme — was decided on 1 September 2026 (Id 14475). A contractor variation on the CRP2 Sunspot solar-panel project was also decided on 1 September 2026 (Id 14474). Both decision records exist; their full contents were not read to text, so no further detail is reported here.

THE COUNTDOWN
Colchester City Council, Tendring District Council and Braintree District Council cease to exist on 1 April 2028, when all three merge, whole-district and without parish splitting, into the new North East Essex Council. Shadow authority elections are due in May 2027. As of this issue's publication (Thursday 3 September 2026): 576 days to vesting day, 245 days to the shadow elections. Unlike Babergh & Mid Suffolk's equivalent reorganisation, every reader across all three districts gets the same answer about which future council they will fall under — there is no parish-level split in this reorganisation, so this section tracks transition progress, not reader allocation.
This week's transition news: Colchester's Leader took an urgent decision on digital-system readiness for the reorganisation, reported to Cabinet on 2 September (see IN THE CHAMBER); and Tendring's renewal of the Clacton PSPO to 2029 was explicitly framed by officers to run "through Local Government Reorganisation" (see IN THE CHAMBER). Braintree's own devolution pages confirm the wider Greater Essex timeline: the English Devolution White Paper (16 December 2024), a joint Essex/Southend/Thurrock submission (January 2025), acceptance onto the Devolution Priority Programme with an election-postponement grant (5 February 2025), and a commitment to a mayoral county combined authority alongside reorganisation (April 2026). No new in-window Braintree-specific reorganisation news was found.
Separately, and outside the reorganisation programme: Tendring received a procedural request this window to correct an order under the Planning Act 2008 relating to the North Falls Offshore Wind Farm, a Nationally Significant Infrastructure Project off the Tendring coast (26/01356/NACON) — noted here as a live piece of major regional infrastructure rather than as reorganisation news.

Colchester's second consultation channel, its main-site current-consultations page, returned no listed items under its Open tab; a single empty result there is not treated as a confirmed quiet outcome per this product's standing verification rule, and is recorded as an unconfirmed gap pending a retry, not as "nothing here."

HOW IT WORKS
What "delegated" and "committee-determined" mean, and why this briefing tracks the difference. Most planning applications are decided under delegated powers — by a council officer, acting under authority the council's constitution gives them, without a councillor vote. A smaller number go to committee, where councillors vote in public on the officer's recommendation. The distinction matters editorially because this briefing fetches and quotes a scheme's underlying reasoning only where an application is committee-determined and meets a second test of scale or significance — the cost of reading a typical officer report make blanket treatment impractical. Tendring's own planning records make this distinction directly and reliably, through a dedicated "Actual Decision Level" field on each application; Colchester's do not expose an equivalent field at all, so a Colchester item's determination level can currently only be established by separately checking committee papers, which this issue was unable to do for the relevant week. None of Tendring's four full entries this issue was committee-determined, and Colchester's one large refusal (West Mersea, 52 dwellings) could not be classified either way from the record — both are stated plainly above rather than guessed at.
