Welcome to the first edition of The South Worcestershire Briefing: a weekly, independent record of what Malvern Hills District Council, Wychavon District Council and Worcester City Council are deciding, consulting on and planning.
This briefing lists every item that appears on the councils' published weekly planning lists and committee calendars. There is no editorial filter on significance — the aim is that you can scan the whole week and decide for yourself what matters to you.
This week at a glance
Work has begun on a new South Worcestershire Local Plan running to 2049, which will replace the development plan adopted in March. Landowners and developers were invited on 19 August to put forward sites for consideration.
Outline planning permission for 50 homes at Drakes Broughton, including 20 affordable homes, was refused by Wychavon on 2 September.
Wychavon's Planning Committee scheduled for 17 September has been cancelled.
Two Permission in Principle housing appeals have been lodged against Malvern Hills, at Wichenford and Callow End, both to be decided by written representations.
An extension to the Elgar Unit at Worcester Royal Hospital was approved on 3 September, including a new psychiatric intensive care ward extension, security fencing and plant compound.
A change of use from a house to a children's day nursery on Droitwich Road, Worcester, was refused on 7 September.
Worcester City Council's Planning Committee meets on 17 September, preceded by a site visit at 1.00pm.
Malvern Hills Full Council meets on 22 September. Wychavon Full Council meets on 30 September.

In the Chamber
A new Local Plan for South Worcestershire — call for sites issued 19 August
What changed. Malvern Hills District, Worcester City and Wychavon District Councils have jointly issued a "call for sites" as work begins on a new Local Plan for South Worcestershire covering the period to 2049. The councils describe it as an information-gathering exercise rather than a consultation. A new plan is required because the Government has changed the national method for calculating housing need, which has significantly increased the number of homes required across South Worcestershire. The new plan will eventually replace the South Worcestershire Development Plan Review, which was adopted only in March 2026 and runs to 2041. The SWDPR identifies an annual housing requirement of 1,178 homes across the three council areas.
Who it's relevant to. Landowners, developers, agents and site promoters with land they wish to see allocated; parish and town councils; and any resident in the three districts, because the plan will set where development goes for the next two decades.
What it means in practice. Land can be put forward for a range of uses including housing, new towns or villages, self-build and custom housebuilding, gypsy and traveller pitches, and employment land such as industrial, retail and distribution. The councils have said the plan process is expected to take around 30 months from the end of October, with further consultations on the plan's content during that period.
What to do. Sites are submitted through the South Worcestershire Local Plan online form at consult.swlocalplan.org. This stage is for site submissions; the councils have indicated there will be opportunities for residents and communities to comment once work on the plan formally begins.
Wychavon Planning Committee cancelled — 17 September
What changed. The Planning Committee meeting scheduled for 17 September at 2.00pm is listed as cancelled on Wychavon's committee calendar. The council's Planning Committee normally meets on a four-weekly cycle.
Who it's relevant to. Applicants, agents and objectors with applications expected to be determined at committee rather than by officers; anyone who had registered to speak.
What it means in practice. Applications listed for determination on 17 September will not be decided on that date. The council has not published a replacement date on the calendar at the time of writing.
What to do. Check the committee calendar for a rescheduled date, or contact the case officer named on your application.

Malvern Hills Northern Area Planning Committee — met 2 September
What changed. The Northern Area Planning Committee met at 6.00pm on 2 September. Malvern Hills operates two separate area planning committees; the Southern Area Planning Committee meets next on 23 September at 6.00pm.
Who it's relevant to. Residents and applicants in the northern part of the district, including Martley, Hallow, Holt, Tenbury and the Teme Valley parishes.
What it means in practice. Applications too significant for delegated determination are decided at these meetings. Because the district runs two committees on offset cycles, the relevant committee depends on where the site is.
What to do. Agendas, reports and minutes are published against each meeting on the council's committee pages.

Worcester City Planning Committee — 17 September, with site visit
What changed. Worcester City Council's Planning Committee meets at 3.00pm on 17 September, preceded by a Planning Committee Site Visit at 1.00pm.
Who it's relevant to. Applicants and objectors on Worcester City applications listed for committee determination.
What it means in practice. The site visit is a formal part of the committee process where members view a site before determining the application.
What to do. The agenda is published in advance on the council's committee pages. Arrangements for public speaking are set out in the council's constitution.

Worcestershire County Council Planning and Regulatory Committee — met 2 September
What changed. The county's Planning and Regulatory Committee met on 2 September and meets next on 22 September at 10.00am. Full Council met on 10 September; Cabinet meets on 24 September.
Who it's relevant to. Residents affected by minerals and waste development, and by county council development within the three districts — these are determined by the county, not the district or city council.
What it means in practice. Some development in South Worcestershire does not appear on district or city weekly lists at all, because the county is the determining authority.
What to do. County committee papers are published separately from the district and city registers.

Every application listed above is open to public comment through the relevant council's planning register, using the application reference shown. Comments are normally accepted up to the point a decision is made, though the council is only obliged to take account of those received within the formal consultation period.
For applications being determined at committee rather than by officers, each council operates a public speaking scheme with advance registration requirements. Wychavon and Worcester City both publish guides for participants who wish to speak at Planning Committee.
The new Local Plan. Land can be put forward for the new South Worcestershire Local Plan through the online form at consult.swlocalplan.org. The councils have said further consultations will follow on the content of the plan.

On the High Street
Evesham. Sapphire House at Crab Apple Way, Vale Park, has been approved for change of use to funeral services, with associated external works including a carport.
Worcester. An application has been registered for external alterations to 1-2 The Shambles, including cladding to the front and side elevations, blocking up of existing openings at ground and first floor, and installation of a new cash machine and security door.
Worcester. A ground floor office at Field House, Sansome Walk, has been submitted for conversion to a two-bedroom flat, and an outbuilding at Heron Close has been submitted retrospectively for use as a barbers shop.
Broadway. Retrospective listed building consent has been sought for illumination of an existing shop sign at 53 High Street.
Callow End. The Old Bush Inn has applied for a single-storey extension to form a new cellar.
How It Works
Three councils, one planning system. Malvern Hills, Wychavon and Worcester City share a planning ICT system and, in part, a professional officer corps. A case officer handling a Malvern Hills application may hold a Wychavon email address, and vice versa. The reliable guide to which council is determining an application is the reference prefix: M/ for Malvern Hills, W/ for Wychavon, and no letter prefix for Worcester City.
Delegated or committee. Most applications are decided by officers under each council's adopted scheme of delegation. The weekly lists record an expected decision level for each application. Where a case is listed as delegated, that is a preliminary view only, and it may still be referred to committee.
Malvern Hills has two planning committees. The district operates a Northern Area Planning Committee and a Southern Area Planning Committee as separate bodies, each meeting on a four-weekly cycle, offset from one another. Which committee considers an application depends on where the site is.
The county decides some applications. Minerals and waste development, and development by the county council itself, is determined by Worcestershire County Council's Planning and Regulatory Committee rather than by the district or city council, and does not appear on the district or city weekly lists.
Some major applications bypass the councils entirely. Malvern Hills and Wychavon are designated under section 62A of the Town and Country Planning Act, effective from 15 June 2026. Applicants for major development in those two districts may apply directly to the Planning Inspectorate instead of to the council. Worcester City is not designated. Where this route is used, the decision will not appear on the council's weekly decisions list.
Local Government Reorganisation. All three councils are due to be replaced by a single South Worcestershire Council on 1 April 2028, with shadow authority elections in May 2027. This was confirmed by Written Ministerial Statement HCWS286 on 16 July 2026.
The South Worcestershire Development Plan Review was adopted on 26 March 2026 and is the development plan against which applications across all three councils are assessed.

The man who summoned England's first elected parliament died just outside Evesham. Simon de Montfort, Earl of Leicester, had captured Henry III at Lewes in 1264 and governed England in the king's name, summoning a parliament to which representatives were directly elected — widely regarded as the first of its kind in medieval Europe. He was killed at Evesham on 4 August 1265, on Greenhill, about a mile north of the town centre along what is now the High Street. A chronicler recorded that it was "a murder of Evesham, for battle it was none".
